Powder Landing Rezone Update

Huntsville Residents,
I am aware that there is a great deal of discussion and concern regarding the Powder Landing rezone request, and I wanted to provide a brief update and, hopefully, clear up some misinformation regarding the timing of any potential decision.
First and foremost, the Town Council will not be taking action on the Powder Landing rezone on July 16. The item will not be on the agenda, and no vote is scheduled in the immediate future.
Please know that Town officials have been discussing the Powder Landing property, potential options, and the issues surrounding it for well over a year. This is not something that suddenly appeared before the Town Council, nor is the Council rushing toward a decision.
Powder Mountain has formally filed a petition to rezone the Powder Landing property from R-1 to the RC zone, accompanied by a proposed restrictive development agreement. As we would with any property owner who submits a land use application, the Town has been working through its established review process and carefully considering the request.
The application has gone through several public hearings and was ultimately recommended for approval by the Planning Commission. It then came before the Town Council. At our last meeting, the Council had the option to approve the request, approve it with amendments or additional conditions, deny the request, or table the matter.
The Town Council chose to table the issue indefinitely.
We did that intentionally so we could continue gathering information, talking with residents, asking questions, and carefully considering the potential outcomes of the options before us.
At its most basic level, the Council is evaluating two possible paths: leaving the property in its current R-1 zoning or considering the requested RC zoning with a restrictive development agreement that could place specific limitations and conditions on how the property is used. Both options deserve careful consideration, and we are working to fully understand the potential short and long term implications of each.
Over the past several weeks, the Town has also been dealing with some significant and immediate challenges. We have worked through our America 250 July 4th celebration and, more importantly, significant problems with our water distribution system that have required the immediate attention of our staff and elected officials.
In my day job at the airline, we spend a significant amount of simulator training preparing for worst case emergencies, including an engine failure at V1, one of the most critical moments of an airplane’s takeoff roll.
When faced with an emergency, we are trained to identify and address the most critical issue first. But one of the most important principles is simple: fly the airplane and do not hurry.
That same principle applies here.
Our water distribution problems have required immediate, red level attention. Other important issues, including the Powder Landing application, continue to receive our attention, but we are not going to hurry simply because emotions are high or because there is pressure to make an immediate decision.
We are taking our time.
Please rest assured that we are looking carefully at the available options, listening to residents, asking questions, and working closely with our legal counsel. We have an incredible office, legal, and maintenance staff whose goal, along with the Town Council, is to protect Huntsville and the health, welfare, and safety of our residents.
Individual Council members will also continue meeting with residents and having frank and informative conversations about the Powder Landing application and other issues facing our Town.
I appreciate the passion so many of you have for Huntsville. I share it. We may not always agree on every issue or every possible solution, but I believe we all want the same thing: to protect the special community we are fortunate to call home.
